Look at the solution this way...
Let there be total of 100 students
Therefore no. of students who are members of commitee and also want to reduce costs = 40
Students who want reduced costs but not members of committee are 20% of total students who want reduced costs(TC).
Therefore students who want reduced costs and are member of commitee are 80% of total students who want reduced costs, which is 40 as mentioned above.
Hence .8 of TC = 40 => TC = 50.
