I think this is a very simple question the only trick thrown is the fraction % to distract u.

given

approx : total exp by 6= 678,000,000+340,000,000 = 1,018,000,000 = 1 billion approx

600 mill by the rest 153 ie: average is 4 mill/country ( if we assumed noraml distribution)

from 1
approx 900 mill paid by the highest 4 , 100 paid by the other 2..insuff

from 2
approx 80 mill paid by country x...........insuff

both
any 2 countries from category (156 countries) must contribute less than 100 mill, while the 2nd category ( the 2 lowest of the highest 6) both contributed at leat 100 mill however as long as we dont have the minimum contribution or the range of the contribution / country or category we wont be able to know.

i beleive it is E

Yes answer should be E and here is why

In a certain year the United Nation's total expenditures were \$1.6 billion.Of this amount, 67.8 percent was paid by the 6 highest-contributing countries, and the balance was paid by the remaining 153 countries. Was country X among the 6 highest-contributing countries?1. 56 percent of the total expenditures was paid by the 4 highest contributing countries, each of which paid more than country X.
If 56% was paid by 4 highest countries, then x could be one of the remaining 2 highest countries or not. INSUFF.

2. Country X paid 4.8 percent of the total expenditures. INSUFF

Combine (1) and (2)

Now 6 countries paid 67.8 %. Out of which 4 countries paid 56%. Which means reamining 2 highest countries paid the rest 11.8% (67.8 - 56). Also for simplicity sake assume that the 4 highest countries each paid an equal percentage, so they each paid 56/4 = 14%

CASE 1 - X can be one of remaining 2 highest countries. So if X paid 4.8%, then the last highest country will pay the rest 10% (11.8-4.8)

CASE 2 - X can also be 1 out of the remaining 153 countries, in which case the last 2 highest countries will share the 11.8%.

So INSUFF.

E, even if we have both statements, that only suggets that X paid 4.8, and the remaining money paid in the top 6 is 11.8% and if split between the last two countries, then we have 5.9% each, still more than X..
