I think this is a very simple question the only trick thrown is the fraction % to distract u.

any 2 countries from category (156 countries) must contribute less than 100 mill,while the 2nd category ( the 2 lowest of the highest 6) both contributed at leat 100 mill however as long as we dont have the minimum contribution or the range of the contribution / country or category we wont be able to know.
