>420=420+1=421
1% of 2100=21
so min distance= 421-21=400

Hi, I believe you have added 1 to 420 because the question says more than 20%, but could it not be a fraction of a mile? That would also satisfy the "more than" condition - in which case, the minimum number of additional miles will not be 400, rather 399. Am I missing something here?

I think you are right when you say it can be a fraction of a mile but it is not part of the answer options here, so we have to pick the next best minimum option which is 400. If you pick 399, the percentage of completion will only be 20% which does not fulfil the criteria of more than 20%. Hope it helps!
