Delighted by the reported earnings for the first quarter of the fiscal year, it was decided by the company manager to give her staff a raise.
(C) the company manager decided to give her staff a raise

Why "Delighted by the reported earnings" cannot modify "staff"? Meaning-wise staff or manager both could be delighted by the reported earning.
I found similar confusion in the below question, govt makes more sense than public, but public is not clearly wrong. In such cases, how to take decisions when there are no clear reasons to reject? I believe one option would be logically incorrect out of those 2 options. I am not able to see that logic clearly to reject such options.
Using study groups managed by the principal popular organizations and political parties, the Swedish public was informed by the government about energy and nuclear power.
(B) the government informed the Swedish public about energy and nuclear power

Language is meant to communicate something meaningful. Consider both the sentences:
Delighted by the reported earnings for the first quarter of the fiscal year, the staff was given a raise by the company manager.
Delighted by the reported earnings for the first quarter of the fiscal year, the company manager decided to give her staff a raise.
Which sentence conveys meaning? The second one because the company manager was delighted by the earnings and hence decided to give her staff a raise. It explains the reason for the raise.
If we say that the staff was delighted and the staff was given a raise by the company manager, these are disconnected thoughts. Putting them together in a sentence is not very meaningful.
When we say "Delighted by ..., the staff ... (now we are looking for what the staff did because they were delighted by the reported earnings - perhaps they decided to party!)
