The meaning of 1) and 2) are slightly different.
1) says the demand [of something] comes FROM the passengers.
2) says there is a growing demand [OF PASSENGERS] from [railways (most likely)]
So 1) says that the passengers want the launch of the new railways.
Whereas 2) says that railways, in an effort to cater to the growing demand of passengers, launched something.
So the meaning between the two is slightly different.
