My answer is (D). It took me 01:49.
Do we have an actionable idiom split here?
For one thing, I know "effort to do something" is definitely idiomatic.
For another thing, I am not 100% sure whether "effort at doing something" is idiomatic.
So, I have to treat both usage as acceptable.
(A) Not a sentence.
(B) The comma before "to cease production" is superfluous.
"To" can mean purpose, but such interpretation does not make sense.
(C) When a proper noun exists (such as "decline"), avoid using gerund (such as declining).
(E) This version predicts what will happen to the SUV.
The comma before "and" should be removed because what is after is not an independent clause.
Also, "is" should be added before "to". I do think think "is continuing" and "is to cease" can share one "is" as the former is a helper verb while the latter is an action verb.
