I cannot easily choose between options (B) and (C).

(A) is out because the subject "such a model" is singular and thus does not match with following pronoun "they" in "their ability."

(E) is out because it changes the meaning.

(D) has no grammatical error, but I think that it changes the meaning too, at least slightly. The author does not really point out whether these computer models can assess the risk, but only highlights their limited ability to define the risk. Defining an item and evaluating the item should be two different tasks in my opinion, unless the author wants to talk about the artificial intelligence and implies that the computers' failure to define an item would lead to their failure to evaluate the item. (Though it would be an interesting topic.)

(B) and (C) have their own advantages and disadvantages. I initially like (B) because it is concise, but its use of non-essential modifier bothers me--the meaning would change a lot if we remove the non-essential modifier. So if I have to guess and move on, I will choose (C).
