I think A is also very close and I got stuck there before. But looking closely, the flaw is different. To explain,
-The original argument says Devan is an enemy since he doesn't meet the friend criteria. So, it does not consider any third possibility or that someone can be neither.
C is similar. Someone is either Hostile or Loved. Nothing else
