From what you've described, your post implies that you've been working with ALL of the resources that you listed for 9 months. I went to check our records and it appears that you have BARELY touched the EMPOWERgmat Course (and you've been with us for less than a month). As such, it's rather early to be 'giving up' on it.
In that same way, if you've barely (or inconsistently) dealt with other areas of your studies, then that would go a long way to explain the 'swings' in your CAT scores and recent Official GMAT Score.
When you took your CATs:
1) Did you take the ENTIRE CAT (including the Essay and IR sections)?
2) Did you take them at home?
3) Did you take them at the same time of day as your Official GMAT?
4) Did you ever do ANYTHING during your CATs that you couldn't do on Test Day (pause the CAT, skip sections, take longer breaks, etc.)?
5) Did you ever take a CAT more than once?
The GMAT is a predictable, standardized Test, so you CAN train to score at a high level. However, you have to make sure that you approach the process in the proper ways.
