"As well as" "In addition to" are Additive Phrases
The singular Subject (here, Dick) remains SINGULAR despite the Additive Phrase

hence "Plans" is CORRECT.

I don't have a link, but Nitya34 is 100% correct. All the phrases below are singular as long as X is singular:

X along with Y
X accompanied by Y
X in addition to Y
X as well as Y

The only way to make a compound subject is to use the conjunction "and". "X and Y" is a plural construct.

I will blindly ask you to follow Manhattan SC Book
I have bought the latest(3rd) edition (pls check pg 47) through ebay.in
and its wonderful!!
I have heard that MLIC (SC Notes) is also good
