"and" is used to list two things or the second last and last items in a list.
", and" should always be followed by an independent clause(a sentence that can stand alone)

Quick note of correct usage:
In parallelism/Lists,
---X and Y
Ex: John is Intelligent and Obedient
---X, Y, and Z
Ex: John is Intelligent, Obedient, and Punctual
In joining two independent clauses(IC),
---IC1, and IC2
Ex: John is Intelligent, and he is Obedient
