and

This version correctly uses the idiomatic construction "attempt to x" to convey that meaning that, once the changes have been implements, you can do your best to achieve the goal of contacting the stakeholders.

This version is not as good at the other one.
"Attempt contacting the stakeholders" does not quite convey the meaning "do your best to achieve the goal of contacting the stakeholders." Rather it means, "try the act of contacting the stakeholders," as if the goal is not exactly to contact the stakeholders but rather to see how contacting the stakeholders goes. In the context of what this sentence describes, that meaning doesn't fit as well as the meaning of "attempt to contact the stakeholders."
