Short answer: this is basically accurate.
Longer answer: because the Verbal section is not strictly based on accuracy, WHERE in the section you miss/get these questions matters.
For example, if you have the above accuracy stats, you're knowledge is good. But if you run out of time at the end, and leave the final 5 questions blank, despite having incredible accuracy on the first 31/36, you will not achieve a V40+.
Similarly, if you get the last 5 questions in a row wrong, you will probably not get a V40+, but there can be variance from test to test.
Finally, if you got the first 5 questions in a row wrong, and got every other question right, you'd have about a 50% chance of getting a V40+
So, if you're asking about your skill level, you can trust the above stats.
But, if you want guaranteed certainty about whether you'll hit a V40+, it's all about your pacing strategy and making sure you're not getting a boatload of questions wrong at the start or the end.
