impact on people, would be extremes of temperature, precipitation, and storminess [“those that would have the largest impact on people” cannot be parenthetical – eliminate it]
B. the effects that are the most obvious ones, extremes of temperature, precipitation, and storminess, would be those impacting the most on people [ Good one but missing coordination: most obvious such as: - eliminate it]
C. those effects to have the largest impact on people, extremes of temperature, precipitation, and storminess, are what are the most obvious effects [Hold it]
D. extremes of temperature, precipitation, and storminess, the most
obvious effects, that they would have the largest impact on people [they has no clear referent – eliminate it]
E. extremes of temperature, precipitation, and storminess, which are the most obvious effects, are those to impact the most on people [Changes the meaning from hypothetical to actual – “would have the largest impact on people” – “are those to impact the most on people” – eliminate it]

Boy is this a tough one.

I went with A. then saw Hanumayama's response.

His comment on A seems right.

Confused on this one. C does sound awkward but could be right.
