Hey guys I am planning to give my GMAT on 15th January and most of the universities that I will be applying to have a deadline of 31st Jan for their MSc Programs. Since I'll be getting my report card 20 days later (by 4th February approx) will I be eligible to apply on 16th January for eg since I'll get my score on the day of the test. I'll be applying to Canadian schools mostly, HEC Montreal, Concordia, McMaster, University of Saskatchewan and University of Ottawa

Many b-schools ask applicants to submit their unofficial test scores at the time of submitting the applications and then ask for the official reports later. You should figure out what your target schools want- either by reading their admissions FAQs or emailing them your questions.
As per my knowledge it should not be a problem, but as its a technical matter, its better to hear it directly from your target programs.

You should 100% verify the policy for each school on your list, BUT the short answer is that it should be fine. Generally speaking, as long as you take the exam on or before the deadline, it will count towards that application. In many cases, you can "self report" your unofficial score. The logic is that you ultimately have to show proof with an official score report if and when you are accepted.
FYI, most schools don't start reviewing your application until several days after the submission date. The AdCom needs to get organized internally before the reviewing starts. Also, while this isn't verified, we believe that many AdComs will hold off on reviewing the application for those without GMAT scores, assuming you can't self-report in those cases.
