You might consider the rescoring option, however if your target score was around 100 or under without minimum sub score criteria, I would not recommend to re-score it. But I have to say, your other scores are really good, so I dont know how could they give you such a low score on the writing section. I got 29 on the writing section and I am quite sure that my essays were not exquisite either.
All in all, if your score is not enough to your target schools because of your low essay scores, you should definietly send it back to a re-score. I would be very surprised if they gave you an even lower score. However, if its enough to your target schools, you should not waste your time and money on this furthermore. It could be frustrating but remember that it is just a step in the application process, not the biggest factor.
P.s. I read some posts where people discussed their rescoring experiences, and they were mostly positive about it. In one case a person's speaking score has been increased by 8-9 points!
