Some of the B-Schools allow you to apply without score and allow you to take the university's test( Ex- IE Business School). However GMAT score is a influencing factor in your application process. So, better to apply with GMAT score.

Mostly, the schools would need a GMAT score before the deadline of the application. You can start an application beforehand but GMAT score is a requirement to submit the application.
