1: Since one city has 53%, the others have 47%. It cannot be surely said if Taraglo is in the top 5.
For example, Taraglo can have 40% and the other cities make up 7% - so Taraglo is in the top 5.
Again, Taraglo can have 1% and the other 46% is distributed among 4 cities with each 11.5%, so Taraglo would be 6th, not in the top 5.
Hence, not sufficient
2: Since Taraglo has 18%, the others have 82%. Say Taraglo is not in the top 5 - Say it is the 6th. This implies that the other 5, each greater than 18, must be in the top 5. But, if we try to distribute the entire 82 among the 5, each becomes only 16.4, which is less than 18. Hence there is a contradiction.
Thus, Taraglo must be in the top 5.
Hence, sufficient.
