Please see the attached CR. In my opinion, the questions should be "strengthen" instead of "weaken" to match the correct answer.

The authors argument is that something other than the Herbicides is killing the partridges.
A) says that the lack of small insects which is due to the lack of weeds which in turn is due to the use of Herbicides. Since there is no food for the partridges chicks, their population in coming due to the effect that Herbicides have. Hence, weakens the authors argument.

I also agree with jaypshah.
"herbicide use is responsible for population decrease" is true even though the reason given in the argument is wrong - it is toxic in nature. Because the reason is wrong does not mean the cause (herbicide being responsible) is wrong.
The conclusion can be weakened using A only.
