Stmt 1) 0.04*F=16-> F=400 (we only know that J>= 100) --> Insuff
Stmt 2) 0.1 * J = both -> both >=10 -> F>=250 (we only know that J>= 100) --> Insuff

Stmt 1&2) 16 = 0.1 * J -> J = 160; F=400 SUFF

Hi..i Think it should be "B" i.e 2 alone is sufficeint...Here it goes..

4/100 of French = study Japanes ( from Question)

from 1 we know that 16 study both ..from here we can know French i.e
4/100 of French = 16 gives French...but Japanese are not known...so 1 is not sufficient

from 2 we can get the ratio of Jap & French...so 2 is sufficient ...
i.e. 10/100 of J = 4/100 of F

as we know ratio of J & F we can find what students study more...

so "B" it is

Indeed, you're absolutely right, it's B. I still cannot understand what did I try to prove in Stmt 2!! :)
