Official Explanation

The original sentence contains an idiomatic error; think of X as Y is correct. Think of X to be Y is incorrect.

Choice D fixes this error without introducing additional ones.

Choices B and C retain this idiomatic error (think of X being Y is not correct.)

Choice E is passive and is less concise than choice D, and it is thus not preferable.

The question's non-underline part is wrong. The starting should be "Because of intense summer heat in Shanghai, dress codes...."[color=#0000ff]

Furthering your train of thought:

"Due to" is a noun modifier and provides the reason behind a noun.
"Because of" is a verb modifier and provides a reason behind a verb.

In the given sentence, "due to" is incorrectly providing the reason behind the verb "have been relaxed" - Why have the dress codes been relaxed?....Because of the summer heat.

"Due to" can be used in the following manner:
The relaxation of the dress codes has been due to....the summer heat - in this case "due to" is providing the reason behind the noun "relaxation".
