Thanks Bunuel for your solution.

One thing I want to clarify -
Per statement 1, we figured out that 62.5% paid less than 81%.
Now, Is this statement not sufficient because few of 62.5% might have payed a little above 80% ?

Yes, that's correct.

During a certain year, what fraction of the 32 million union members paid 80 percent or less of their annual union dues?

(1) During this certain year, 37.5 percent of all 32 million union members left 19 percent or less of their annual union dues unpaid.

(2) The ratio of the number of union members who paid 80 percent or less of their annual union dues to the numbers of members who paid more than 80 percent of their union dues in this certain year is 3:5.

(1) 37.5% left 19% or less unpaid, that means 37.5% of 32 mil paid 81% of their dues or more

What percent paid between 80 and 81%? NS

(2) ratio 80% or less to paid more than 80% = 3:5. This proportion gives us all 32 mill members. so 3x+5x = 8x=32 mil

x = 4 million. So 3*4 = 12 million paid 80% or less. So 12/32 suff
