If we try to use all the nitrogen, we'd need 3.6x the ratio, so 18kg : 14.4kg : 3.6kg. We are all set on the nitrogen and potassium, but we only have 14kg of phosphorus, so we can't make this much fertilizer. That means phosphorus is the limiter.
If we use all the phosphorus, we need 3.5x the ratio, so 17.5 : 14 : 3.5. Add those up and we have 35kg.
Answer choice B.
