My answer is (B). It took me 55 seconds.
(A) At first, I deem "when doing that involved great political risk" is not a well-constructed clause: "that" should be "what". Now, I can see the subject is "doing that". But the antecedent for "that" is missing.
(B) "Doing so" correctly refers to what the mayor did.
(C) A classic GMAT split is between "do so" and "do it". If there is no antecedent (a noun or noun phrase) for "it", we cannot "do it".
(D) The antecedent for "that" is missing.
Also, "to do" implies actions to be performed while it is evident those actions took place already.
(E) The antecedent for "it" is missing.
