IMO A)
First of all "considered" is not verb here (it is adjective)...."was" past verb...confirm it.

B....imo

2nd verb is not required i think.
if we were to use a 2nd verb then we would need a "that"

no one considered (that) the management (was )well-organized

neeshpal,

you rock!... yes option B is correct. Now I see how 'that' makes it to use the second verb ... I appreciate if u can explain a bit further ..

Thanks.

if "was" is used then we are considering "the management" as subject but subject here subject is "no one" . If we were to use "was" then we need something that introduces a new clause (a subject and verb) and "that" will be used to introduce that clause.

Also there is an idiom "Consider X Y" and is used without "to be" in contrast to "consider X to be Y".

Management was requires "THAT"

"Consider XY"
"Declare XY"
"Make XY"
"Assume XY"

In short CDMA ( Consider, declare, make and assume )... this is how I learned it .

Hope this helps .. + 1 B

You seemed to be a network engineer

'declare' can be used with 'to be'
