(A) X and also Y seems incorrect, the correct construction should be X and Y. Therefore, option A cannot be our answer.
(B) Pronoun they can only refer to ports here, did ports prevent Napoleon from escaping? Incorrect.
(C) Perfect!!
(D) Same error as in B. They can only to ports and that conveys an illogical meaning.
(E) Preventing from seems like the correct usage and not preventing to. Therefore, E is ruled out too.

A question about Napoleon and his Hundred Days conflict.
Split #1: Idiom
The verb “prevent” always idiomatically takes “from” + [gerund]. The structure “to prevent from escaping” is correct, and the structure “to prevent to escape” is always wrong. Choices (A) & (E) make this idiom mistake and are incorrect.
Split #2: Pronoun Agreement
The Royal British Navy has a large number of strapping brave lads, but as a noun it is a singular collective noun and it requires a singular pronoun. The use of “they” in (B) & (D) is incorrect.
The “thereby” + [participle] structure is a sophisticated structure for expressing the consequence of an action.
The only possible choice is (C).
