What is OA?

Explanation -

A B C
4 4 4 ( common across all 3 groups)
1 1 - ( Common among any 2 groups, so that only 5 are common)
- 1 1
1 - 1
hence total members = 4+1+1+1

now as each has total 8 so we need 2 members in each group

this will make total members = 4+1+1+1+2+2+2 = 13
