This statement doesn’t not fix the minimum threshold limit. Each could have got 33.33% votes. Or two candidates could have secured 49 votes each and the other could have got 2 votes.
Since, there are numerous combinations for this scenario. It’s

Statement 2:
(2) Candidate A received 32 votes.
lets bring all the votes for three candidates equal to 32 votes each. So, the total number of votes = 32*3 = 96 votes. We are left with 4 votes. And there must be at least a single candidate who has secured more than 32 votes. So, clearly A did not secure more number of votes.
Hence,
Sufficient.
