Official Explanation
The scatter plot measures opponents' scores vertically and the Axles' scores horizontally. For example, the lowest dot vertically indicates a score of 34–3 in favor of the Axles. A 45-degree line from the origin would divide the Axles' wins (beneath the line) from losses (above the line). Also, note that the horizontal values go up to 50, while the vertical values stop at 40.
The Axles lost most nearly___________percent of the 20 games they played in 2007.
If you draw a 45-degree line from the origin of the graph—in other words, a line with a slope of 1 extending from the origin (0, 0)—you will see 5 points above the line and 15 below.
The points above the line are the games that the Airyvale Axles lost, because those represent the games in which the opposing team scored more points than the Axles. Since the Axles lost 5 out of 20, they lost 25% of their total games.

The question is asking for the median score of the Axles' opponents. That means we're looking at the points with their vertical values in mind.
