since the program was announced, the water level at all three reservoirs has returned to normal.
so typical causation and correlation que. we need to find the reason that its something else that helped and not the action from officials.
A passage already says that level has returned to normal level. so it doesnt matter its still lower than last year. its also focusing on comparing water level and not on why this happened. so reject.
B this is interesting. this means the effects can be seen across the reservoirs. so its not officials plan but something else helped to get back to normal level. may be some extra rain. so this does enough to attack the conclusion. keep.
C this is comparing the activities done by residents and which did they do more of. this is going in other direction though. reject.
