Please can someone explain why A is correct over E, as they have mentioned in half completed state it has little value then justification should be that it can generate revenue
As stated in the passage, independent experts estimate that
finishing the building of stadium will cost another $20 million. Option A says - "The costs associated with abandoning the building project are likely to be greater than $30 million". As a result, by continuing to build the stadium,
there will be a minimum saving of $10 million. We have been told to strenghten the editorial's claim that "for the city it makes good financial sense to finish the project". Option A brings the financial sense to continue building the stadium.
Option E predicts a scenario that city will obtain some revenue from taxes collected on sales of tickets and refreshments once the stadium is completed. We don't know how much will be obtained and will it be enough to make it a good financial sense. We have a statement in passage to support this obscurity - "Even the stadium’s most ardent supporters do not believe it will bring in enough revenue to justify $50 million in expenditures". Considering these facts, option A stands a better chance.
