But science has established that physiological development is completed in most persons by age seventeen. Since this maturing process has been completed by most seventeen-year-olds, there is no reason not to grant these citizens all of privileges of adulthood.

(B) This conclusion is not general (it is quite specific to seventeen year-olds) and is not based on any "examples," it is based on evidence.
(C) Yes, the argument equates "mature enough to accept the corresponding responsibilities" with "Completed the maturing process of physiological development" and is the right answer
(D) Science is the appropriate authority in this case, and the argument is not appealing to it, just referring to its findings.
