Verbal - Good news is that you are better at RC than other question types. Improving in RC is much tougher than improving in SC and CR. So some consistent effort should help you improve your Verbal score by a lot. You have about 1.5 months till the current version of GMAT is retired. You got all about medium to medium-high questions in 2nd quarter and you got many of them wrong. Hence you were given easier questions after that but you kept making mistakes in the medium level ones and hence the low Verbal score.
In Quant, Arithmetic, Number Properties and Sets & Stats are problematic. There are gaps in these topics which need to be fixed. The performance almost consistently improved over the quarters hence the good score despite making many mistakes in the first quarter. You did rush through the first quarter perhaps because of over confidence and made careless mistakes assuming the questions to be simpler and more straight forward than they actually were? Note that the average question difficulty hasn't varied much over the 4 quarters but your average time per question has increased steadily and so has your accuracy. This means that perhaps you were not very mindful in the initial part of the test and kept getting more and more serious as you went along.
IR 2 needs to be improved. It could be a red flag in the application.
