Does anyone know if ETS paper tests can be downloaded for free from anywhere ? I am just looking for some extra tests and was wondering if it is available for free to download from some website.

I do not know of any such website.
Do you know anyone who has them? Maybe that person will share them with you for free.
Another option is to buy them at a discount on https://www.amazon.com. People are always auctioning them off over there.
And of course you're aware, I'm sure, that ETS will sell them for you at the price of $25 for three. There are a total of nine paper tests available from ETS at present.

As a general policy, we try to discourage public requests for free materials. Protecting copyright is the right thing to do.
I would strongly consider buying the tests. Its worth the time saved in searching for it and you will take the tests much more seriously.
