You will not see this on the GMAT and I sincerely suggest you not to practice questions from whatever the source of this question.
A. All the employees must respect the power of an organized work force
Not grammatically wrong IMO, just different meaning.
B. The power of an organized work force must be respected by all the employees
respected is not parallel to may
C. You must respect the power of work force
You is awkward so is power of work force.
D. all must respect the power of an organized work force
Well this is your answer.
