Why cant it be C) is the farmer not just concerned with the weight of the fish

The new product would be commercially successful if the farmed fish preferred the taste of new product over the taste of anchovy meal taste but at a lower cost. And adding a mixture of less costly vegetable meal will lower the cost. Hence, A.
