This is wrong
S1 literally says that there are "700 transfer students graduating". I think you misread that part. S1 is sufficient

You're correct, I did misread the statement. Evidently as have you. From statement 1, one cannot solve for the answer. The question is not asking for the fraction of transfer students who graduated with honors. The question asks for what fraction of the students who graduate with honors are transfer students.

S2 I cant understand your explanation but im pretty sure S2 is insufficient

Simply dismissing something because you cannot understand it, and saying "but im pretty sure S2 is insufficient" without substantiating yourself is not a very effective approach to have. A word of advice: It is evident from other posts of yours that I have seen that you carry quite an ego. You may want to check that at the door because the GMAT exam and many of the questions on GMAT Club have a way of very quickly humbling those with a superiority complex.
