The idea is that the renewal project will establish ... and provide ... Therefore, choices A, D, and E are wrong. Because the original sentence clarifies what kind of population will be established, choice C is the answer.

I agree with your reasoning in "will establish ... and [will] provide" and agree that choices A,D, and E should be eliminated.

However, when choosing between B & C, I would choose B, because of the phrase 'to live and work downtown'.

The city planners hope that the project will establish a population that [will do what?] [will live and work downtown] or [is going to live and work downtown]. If we omit 'is going', then the choice makes perfect sense.

My answer is B.

I like C better.

in (C) fragment following the "population" qualifies which population is being established.

It is clear that the project will establish ... and also provide ... Therefore we can rule out choices A, D, and E.

Choice B is wrong because now it is not the project that will provide the office space but the population since the verbs "live", "work", and "provide" form a logical infinitive structure which explains the word "population." Besides, I've never come across such a quircky usage of "establish."

C is right because it correctly defines the kind of population that the renewal project is hoped to establish.

Infinitive is incorrect in this case. It would refer to the project, not the population.
