In A and B, if we dont use ellipses the sentence will be like
New Jersey’s number is one of the five highest number of reported cases
This doesn't make sense ...what is new jersy's number/ is this PIN number or what?
wrong comparison. so, A and B out

as GMAT tiger said, C changes meaning, out

In E. New Jersy reports.......
New jersy, can not report anything itself...E is out
IMO OA D

In this answer choice "one of the five highest numbers of" is correct.
it is more like "one of the best players of the season"
numbers of has been put i guess just to confuse as lot of us have memorised that numbers of is wrong usage :-D
