Frankly speaking I dont get what externally tangent circle means and whether this concept is really tested in GMAT.


Externally tangent means the circles touch but one doesn't enclose the other, I believe

Interesting.
Should we expect questions on such knowledge in GMAT ? I have never seen such questions so a bit skeptical but open to new inputs if legit.

Personal opinion
Sometimes Gmat Club's exercises are an overkill, but i think that they force you to see many things and many approach that are very usefull when dealing with official questions

Said so the more you know the easier it becomes
