This is just not a good question, as the choice B attacked the premise - "change their own SAT scores".

Hi mc4818 well in my opinion it is a good question to practice, secondly Option is not attacking the premise, Question asks to complete the passage by providing extra premise to justify even if these convicted ones are going to reappear for exam then how some are still are benefited with the changes done, Option C does this job perfectly in comparison to other option.

I agree with you here, I did not understand if it is said "changed their own SAT scores" , why are we considering outside information.
