Here is the official answer I got from GMAC.
"Individual section scores are rounded to the nearest whole numbers. For example, if a candidate scores a Q44.5 and a V39.5, they will see the same overall score for those sections as a candidate who received a Q45.4 and a V40.4. As the overall score for these sections would be rounded to the same whole number for both candidates, the individual section scores would be the same, however the total score for the second candidate would be higher. Just because two candidates received the same score on each section, does not mean they will have the same total score."
I guess we knew this was true to some extent it does seem a little weird we are seeing a 49/40 as 710-730 that means that the rounding is the difference between 93-96%
