Yes, if you assume the "difference" mentioned in Statement 1 means "a_11 - a_6", then Statement 1 is sufficient alone, whereas if you think it means "|a_11 - a_6|" (so it could also mean "a_6 - a_11") then there will be two different answers, and you would need to use both Statements.

So really to get the question right, you need to somehow be able to guess what the question writer was thinking. The GMAT is fortunately not a test of one's psychic abilities, so on a real GMAT question you'd never need to worry about this kind of issue. Questions from other sources are, however, often carelessly worded, and produce ambiguous situations like the one in this problem.
