B, C & E are incorrect as they don't have a subject in the sentence that begins after comma.
Between A & D, D is incorrect because it changes the meaning of sentence. Becoming more efficient and competitive is the outcome of laying off and not a separate action taken by Firms.
Hence, we are left with A.

Except Choice A, All other choices changes the meaning of the whole sentence. The firms are laying off staffs to increase efficiency and become competitive. Their "Motive" is to increase efficiency and the "way" to do that is to lay off excess staffs. Both cant be called as "Motives".
Clearly Choice A is correct.
