i fyou picked E is completely horrible dude 
here the options right are those that contain the word ever
Only D has the right structure: more X than ever before and THAT the phrase adds something else.
B is wrong due to SO: it seems to add something as result instead the use of that explains the situation that occurs at the same time of the first event

Press kudos if you like this question The intention of the sentence is 'more closely integrated than before', not of 'closely integrated more than before...'
Take a simpler example:
The teammates are working more closely than ever before. - The degree of closeness is higher. 'More' adds to the degree of closeness.
The teammates are working closely more than ever before. - The frequency of working closely is higher. 'More' adds to the frequency of working together.
(E) says 'more than ever before' i.e. frequency of close integration is higher which is the not the intention.
Also, the use of 'as' is incorrect. 'Events from one part may be transmitted to another instantaneously' is not the cause but the consequence of close integration. It could also be explained as an additional but related phenomenon. Therefore, the use of 'and that' in (D) is correct.
