Options C and D can be directly eliminated as "It" cannot be used here(action)
There is nothing wrong with original sentence.
Usage of Verbing is Correct.
Casual relationship is only seen in A
Hence A

Five new loon pairs successfully raised chicks this year, bringing to twenty-four the number of pairs actively breeding in the lakes of Massachusetts.
Isnt the bolded part an action? And it is the actionwhich has increased the number of breeding pairs not the loon pairs...

Can smone please explain?

The bolded part is a clause
Five new loon pairs -----> Raised chicks
Who raised the Chicks??Five new Loon pairs
What did Loon pairs do?? Raised
The result of this action is expressed using Verb-ing Modifier

Verb-ing modifier after the comma can give the result of or Additional Information on the preceding clause.
