You are right. Option C is absolutely wrong - this is an ideal example in which a present participle modifier (which modifiies the whole preceding clause) is required.
In fact, no option is correct - the source does not seem to be authentic.

Following a serious fire in this area, the demolition of the building makes it necessary the closing of 350 dwellings, which makes hundreds of residents nearby temporarily homeless.

(A) the demolition of the building makes it necessary the closing of 350 dwellings
(B) the demolition of the building makes it necessary that 350 dwellings closed
(C) the demolition of the building makes it necessary to close 350 dwellings
(D) the building is demolished to make it necessary the closing of 350 dwellings
(E) the building is demolished and so make it necessary to close 350 dwellings

Not an authentic GMAT practice question as Sayantan has pointed out. However, to make the most of this topic …
The clue lies in the pronoun 'which'; now we need a noun to antecede which, stating that the noun is responsible for making the people homeless. As stated, the nearest noun 'dwellings' isn't appropriate to explain that. So, we have to fall back on the gerund ''the closing of". As per this reasoning, only A and D befit. Between them, D is off the mark by using an infinitive 'to make', as if the demolition itself was aimed at turning people homeless.
