3 mins to read the data is a lot. We need to peruse the data and make sense of it, not learn it. Often test takers mistake understanding for memorising or taking notes. When a list of data is given regarding various parameters, you can simply skim through it and come to it if needed. Here I make a mental note that there are conditions given for personal warning and ejection. What they are, I will see properly if the questions asks. Also, there are conditions given for 1/3rd absence, 1/2 absence, full absence. Fine. I will come to it if I need it.

Then we go to the question to see what it is we need.

I do not know. I know what unexcused absences (when you don't take permission for a legit reason but are missing from the game) are but how they are connected to fouls I don't know. As a non-basketball player, I don't understand this, but the question doesn't require me to. The point is - can you answer what is asked? 
For that, the entire discussion on unexcused absences is irrelevant. Now will you get bogged down by a couple of sentences when facing this question on the GMAT or will you jump to the question and try to figure out what it is that they are asking. Often there is a ton of irrelevant info given in DI questions.

Since in the fourth quarter the played fouled for 4 times so for personal warning a player should have atleast 3 warning in 1 quarter

According to the stimulus, a player receives a personal warning when they accumulate at least 3 fouls in a single quarter and complete ejection if they accumulate 5 fouls anytime during the duration of the game i.e. 48 mins.

Keeping in these two conditions in mind, 
The 3rd player who    "Fouled none in the first quarter, none in the second quarter, none in the third quarter, and four times in the fourth quarter"  will be issued a personal warning .    &
The 5th player who    "Fouled once in the first quarter, once in the second quarter, once in the third quarter, and twice in the fourth quarter"  will be issued a complete ejection .

It took me exactly 4 mins to solve this set.

Although answering the options barely took 30 secs and were pretty much straight forward. The huge information overload in the question stem took more than 3 mins of my time to process.

Any suggestion how to minimize time?
