For centuries, people on sea voyages washed their clothes by placing the dirty laundry in a strong cloth bag, then toss it overboard, and let the ship drag the bag for hours.

A.then toss it overboard, and let

B.then toss them overboard, and they let

C.tossing it overboard, and letting

D.tossing them overboard, and let

E.tossing it overboard, and let

Please discuss the answer and I will provide the OA .... also what could be the difficulty of the question ? I thought it was a 600 level thing !

As others mentioned, we need to keep these parallel. The non-underlined part of the sentence starts the list with a gerund (-ing acting as a noun), so we should keep that throughout. C is correct.

I just wanted to add that, in other questions, you should also be careful that you are creating the proper list. Sometimes there are multiple levels of a list or modifiers that may require a different structure based on the meaning, so you need to also analyze how the items in the list fit together. In this case, all three parts (placing, tossing, and letting) are on the same level in the list, so we keep them in the same form.

I got the correct answer as C. I want to confirm if "by" here is common for placing..., tossing... and letting....?

Not really - "by" is not required for "tossing" and "letting", because the 3 actions together depict how washing was carried out. Hence although "by" covers the 3 actions together, it is not "common" for the 3 actions.
