Like vs such as. Like can never be used to give examples, in this case options A and D are wrong because like has been used to provide examples of some projects that had already started.
Though vs with. Though sounds like something that can be used between two statements when we want to alter the tone (the student was starting to make a good progress and though he got better grades, his morale never picked up) whereas with sounds like something that continues the effect of the sentence and does not give us a chance to change the tone (the student was starting to make a good progress and with his grades getting better ... he topped the class? outshone everyone? won an international Olympiad? Logical. and with this grades getting better ... he tanked? he dropped out? Not logical.) Basis this we can eliminate option E.
Between B and C, were already started seems correct and having been started seems Incorrect. I don't know the exact reasoning, but I'll bet on B to be my answer.
